What ROCWAN is
ROCWAN is an AI-first consultancy registered in Dublin, Ireland. We provide the experienced project professionals and project controls teams that mission-critical capital projects in the semiconductor, pharma and life sciences, data-centre and infrastructure sectors depend on, and we build custom AI solutions for the same clients. AI runs the process. People make the decisions.
We founded ROCWAN in June 2026 and built it AI-first from day one: our own operation runs on the kind of automation and analysis we sell. That is the credibility behind both halves of the business. When we say a workflow can be automated, we are describing our own office, and when we say people make the decisions, we mean that literally.
The boundary is fixed. Interpersonal stays interpersonal: candidate meetings, client meetings and final assessments are done by people. AI tracks notes, databases and meetings, and analyses. The final assessment and recommendation to the client always comes from individuals.
We chose mission-critical projects deliberately: their scale and complexity create the problems worth solving, and they change the world we live in. And we have both worked extensively as contractors on them, so we know what most agencies get wrong: they do not listen. When we say experienced, we mean someone who adds value to your project immediately and arrives with ideas and opinions, not just years on a CV.
The team
ROCWAN is led by its two founders, supported by a dedicated development team for the AI-solutions work. Each profile opens with the short version; the full biography sits one click away.

Rytis started as a site engineer on a graduate fast-track programme, working across energy, high-rise residential and industrial projects for large main contractors, then moved into quantity surveying and commercial management. For the last seven years he has worked client side on mission-critical programmes.
He led the commercial and project-controls function on a regulated life-sciences capacity expansion, running a team of quantity surveyors, monthly cost reporting and capital funding, and has worked on multi-billion semiconductor programmes in Ireland and the United States, alongside data-centre sourcing across Europe, the Middle East and Africa.
He holds a BSc in Construction Management and Engineering from the University of Limerick, is chartered with the CIOB. At ROCWAN he holds the vision and runs the technology side: the AI systems the company operates on, and the custom builds it delivers to clients.

Paul has spent twenty years in project controls on capital projects, centred on the semiconductor industry since 2006. Most recently he led the project controls team on a €17 billion semiconductor fabrication construction programme, designing and implementing its cost systems and controls, including Hexagon EcoSys PPM as the contract PPM, on a site that peaked above 6,000 trades.
Earlier he was a cost engineer on a $2bn-plus fabrication conversion, and part of the project finance team that established a national utility body. Immediately before ROCWAN he was Operations Director at a project-controls consultancy, leading the delivery of project controls services for clients in Ireland.
A CIMA-qualified management accountant (ACMA, CGMA) with an MBS and a BA (Hons) in Economics from University College Cork, Paul hosted the Project Controls stage at the National Construction Summit in 2023 and 2024, and has spoken at the Manchester project controls conference. At ROCWAN he runs the operational side of a company built with people at its core and an AI backbone.
Welcome to ROCWAN, and thank you for your interest.
Paul and I have worked on mission-critical projects for a long time, and we have seen the same problem on every one of them. Getting the right people takes too long. When they finally arrive they are not always competent, not always interested, and some of them leave after a month or so. So you start looking again, and it affects your schedule, productivity, cost and quality.
There has never been a better time to make impactful change than now with the help of AI.
Our vision is simple. Anything we do, we ask ourselves: can AI do it, and can it do it compliantly with regulations? If yes, we will implement it, test it, improve it and innovate further. What we get is expedited results at premium quality and reduced cost.
And we do not stop at our own business. What we run internally, we put to work for our clients. You get experienced people, and you get the AI working alongside them. That combination is where the difference shows.
Fewer delays. Lower cost. Better quality. And people who stay for the duration.
If that is how you want your next programme to run, talk to us.

How we choose to operate
A few working principles shape everything on this site: honesty about what is automated and what is human, depth in a small number of sectors rather than breadth across many, research we do ourselves, and relationships over volume in how we take on work.
- Honest AI: we tell you what the technology does and where people decide
- Sector depth: semiconductor, pharma and life sciences, data centres and infrastructure, deliberately few
- Research we do ourselves: deep analysis of our sectors, and of how AI is genuinely used in them
- Relationships over volume: a small number of clients, served properly
- Data handled under written rules, with residency agreed to suit the client and the jurisdiction
